IMPLEMENTATION COMMITTEE

The purpose of the Pearce Creek Implementation Committee (PCIC) is to provide a forum for the citizens, government agencies, elected officials, and any other interested parties to be kept updated regarding the Pearce Creek Dredged Material Containment Facility (DMCF) operations and construction of the community water system. The PCIC is projected to meet biannually, although meeting frequency can change based on project status. All residents are welcome and encouraged to attend.

We will continue to provide updates and hope to see you at the next PCIC meeting on May 20, 2021.

  • CENAP recently awarded the FY21 Chesapeake & Delaware (C&D) approach channel maintenance dredging contract to Great Lakes Dredge and Dock (GLDD).
    • The project scope entails maintenance dredging of the upper Chesapeake Approach Channel to the C&D Canal in the area of the Sassafras River.
    • Approximately 315,000 cubic yards (CY) of dredged material will be placed at Pearce Creek Dredged Material Containment Facility (DMCF).
    • Pearce Creek DMCF continues to perform as designed and expected.
    • CENAP continues to coordinate all surface water discharge monitoring activities with Maryland Department of the Environment (MDE).
    • CENAP is working to improve storm water management associated with the Pearce Creek DMCF. Residents may see the maintenance crews conducting the improvements to the site.
  • Exterior Monitoring
    • As a reminder, it was decided at the November 15, 2019 PCIC meeting, that the sampling frequency for the voluntary Exterior Monitoring will be reduced to once a year.
    • The Fall 2020 sampling occurred the week of October 5th, with no issues or concerns. The samples are currently at the laboratory being analyzed.
    • The next round of sampling is scheduled for Fall 2021.
  • The Pearce Creek Water Line Project has been completed and the MDOT Secretary's Grant (i.e. Pearce Creek drinking water line funding source) expired on June 30, 2020.

In lieu of the cancelled May 15th Pearce Creek Implementation Committee (PCIC) meeting, the Maryland Department of Transportation Maryland Port Administration (MDOT MPA) is providing this written update to keep you informed on the project. MDOT MPA, Town of Cecilton, AECOM and Maryland Environmental Service (MES) are teleworking and can be reached by email or phone if you have any questions or concerns. We will continue to provide updates in a timely manner and hope to see you at the next PCIC meeting on November 20, 2020.

  • Great Lakes Dredge and Dock Company completed the Chesapeake and Delaware (C&D) Canal channel dredging contract in February 2020. Approximately 550,000 cubic yards of material were dredged from the channel segments and placed at Pearce Creek DMCF.
  • Great Lakes Dredge and Dock has demobilized from the site.
  • Pearce Creek DMCF continues to perform as designed and expected.
  • CENAP continues to coordinate all surface water discharge monitoring activities with Maryland Department of the Environment (MDE).
  • CENAP is working to improve storm water management associated with the Pearce Creek DMCF. Residents may see the maintenance crews conducting the improvements to the site.
  • CENAP is working on project/contract development for the next dredging cycle (October 2020 - March 2021).
  • Drinking Water Line - All contracts associated with the waterline construction/installation and in-home connections have been completed and closed out.

The MDOT Secretary's Grant (i.e. Pearce Creek drinking water line funding source) is set to expire June 30, 2020.
