AECOM, the Town of Cecilton’s engineer, will provide information regarding what residents can expect during on-lot construction. The on-lot construction is the third phase of the waterline project and will include the connection of homes to the distribution main, any related in-home plumbing necessary to connect to the water system, and the abandonment of wells.

The Cecil County Planning Commission approved the amendments to the Cecil County Master Water and Sewer Plan on November 17, 2014. The January 6, 2015 public hearing served as an opportunity for community members to comment on the amendments, which were considered by the Cecil County Council for approval.
Hearing Officer: Elder Ghigiarelli, Deputy Administrator, Wetlands and Waterways Program, Water Management Administration, Maryland Department of the Environment (MDE).
The proposed maintenance dredging and dredged material placement activities require a Federal Clean Water Act §401 Water Quality Certification (WQC) from MDE. The United States Army Corps of Engineers (USACE) proposes to dredge in the fall of 2015 and winter of 2016. Prior to material placement, USACE is proposing to install a liner at the Pearce Creek Dredged Material Containment Facility (DMCF) and potentially relocate the discharge point from Pearce Creek to the Elk River.
The sign-in sheets were used by MDE to notify attendees of the final WQC application decision. It was not necessary to make a verbal statement; written comments were accepted and were given the same amount of consideration.
